Other request

A lien release, known in French as a certificat de situation administrative or CSA, is a document issued by the Ministry of the Interior indicating, on the date of issue, whether or not a vehicle has been pledged as collateral or whether there is anything to obstruct a change of ownership.
It must be given to the new owner when ownership of the vehicle is transferred (sale, donation).
The "detailed" CSA contains all the information relating to the vehicle's status (collateral, theft, dangerous to drive due to an accident, etc.).
It can only be obtained by the registrant or a person they have authorised. It is issued automatically when certain procedures are carried out online from the ANTS user account.
To obtain it free of charge, you must have:
- The license plate number
- The date of first registration
- The certificate number (found on the certificate)
- The last and first name of the registrant, or company name if a legal entity
- The SIREN number if the registrant is a legal entity

If the vehicle is being used for a particular purpose (e.g. collector, agricultural, military), this may be indicated on the registration certificate, also known as the "carte grise", on presentation of proof of such use.
In most cases, this indication must be requested when the vehicle is acquired, at the same time as the application for registration is made, either electronically with the Ministry of the Interior, or through an authorised automobile professional.
When the vehicle ceases to be used for that purpose, the indication on the certificate is removed.
The procedure below is the one for adding a purpose or indication, if you already own your vehicle.
If you wish to add a user or a indication when purchasing a vehicle, you must use the "Buying or receiving a used vehicle" online process.
To apply to the Ministry of the Interior to add or remove an indication of purpose independently of a change of ownership, you must:
- Log in to FranceConnect

- Select the "Make another request" service
- Select the section "Reporting a change in the status of your vehicle"
- Send your supporting documents in digital format
- Tick the commitment boxes and pay any fees by credit/debit card
If you discover an error in the technical details of the vehicle shown on the vehicle registration document (also known as the "carte grise" or "certificat d’immatriculation"), you must immediately request a correction.
If the error was made by the authorities or by a professional authorised to transmit vehicle registration data electronically, the correction will be made free of charge.

The vehicle registration system records all the information necessary for vehicles to drive or affecting their availability.
When a vehicle is subject to an immobilisation order or an objection to the transfer of the vehicle registration document, it cannot be sold until the administrative status of the vehicle has been normalised and updated in the system.
In most cases, the administrative status is updated directly by the competent authority (e.g. law enforcement, bailiffs, tax authorities). However, the owner of the vehicle may request a correction in certain situations (e.g. false number plates, transfer not taken into account before monitoring was recorded, normalisation carried out before imminent sale).

The registrant named on the certificate, which is also known as the "carte grise", may decide to withdraw a vehicle from road travel. This withdrawal suspends the vehicle's authorisation to travel on public roads.
To get the vehicle back on the road, you need to apply for the withdrawal to be lifted.
When this happens, the registration certificate, also known as the "carte grise", is temporarily revoked from its registrant. The vehicle will then have to undergo an inspection to determine whether it should be taken off the road permanently or whether it can be repaired. In most cases, the stop order is lifted automatically following a report drawn up by a vehicle inspector.
If you decide to have your vehicle, particularly a car, van or two-wheeler, destroyed, you must hand it over to an approved VHU (end-of-life vehicle) centre, then declare the transfer for destruction to the Minister for the Interior. In most cases, this declaration can be made directly to the VHU centre that takes back the vehicle.
If you wish to refer a case to the Ministry of the Interior involving a vehicle that has been declared dangerous or needs to be destroyed:

- Click on “New Request”
