Tax clearance certificate
You need a tax clearance certificate (TCC), known as "quitus fiscal" in France, when you wish to apply for a vehicle registration document when you buy a vehicle (motorized land vehicle, boat or aircraft) in a EU Member State other than France.
This tax clearance certificate is issued by the DGFiP (French Public Finance Department) and certifies that the vehicle is in order with regard to value added tax (VAT).
Anyone, private individual or professional, who has bought a vehicle in a EU Member State other than France, requires a tax clearance certificate to obtain a vehicle registration document.
1. Online application (for some French departments only)
The ANTS (France Titres) site offers procedures for the tax clearance certificate, but these are currently only available for four French departments:
- Nord (59)
- Pas-de-Calais (62)
- Moselle (57)
- Bas-Rhin (67).
This means that the buyer must live or have their registered office in one of these departments to be able to apply online.
The first procedure, called "Apply for a tax clearance certificate only", is intended for professional buyers to obtain the tax clearance certificate for a vehicle and to pay the VAT.
The second procedure, called "Register a vehicle and apply for a tax clearance certificate (UPT)", enables you to obtain the tax clearance certificate and carry out the vehicle registration procedure at the same time.
2. Procedure for the other French departments
For all other French departments, the procedure must be carried out directly on the French tax authority site.
Steps to follow:
- Download form No.1993-PART-D from the French tax authority site.
- Get the documents required ready:
- A valid identification document.
- Proof of address less than 6 months old.
- Send the completed form and supporting documents by email to the competent tax office for your department.
Once your application has been reviewed by the tax office, you will receive a tax clearance certificate number. You must enter this number when carrying out your online vehicle registration procedure.
